As of 2002, the Albanian armed forces were in the midst of a major restructuring to be completed by 2010. The new army was to consist of 5 divisions and a commando brigade of 3 battalions. Army personnel numbered 20,000 armed with 400 main battle tanks and 35 light tanks. The navy had 2,500 personnel and was equipped with 11 torpedo craft and 9 patrol craft; the air force totaled 4,500 and had 98 combat aircraft. Defense spending in 2002 totaled $56.5 million or 1.5% of GDP.
