The focus is on the degree to which existing systems adhere to broadly accepted good practices or there is a reform programme in place to promote improved practices. Reliable procurement susyems are based on the common benchmarking and assessment methodology for public procurement systems developed and piloted by the Joint Venture on Procurement. Categorical where "A" assigned a value of 1; "B" assigned a value of 2; "C" assigned a value of 3; "D" assigned a value of 4; "E" assigned a value of 5; and "N/A" assigned a value of 6.
