The Universal Postal Union (UPU) - Restricted postal unions



Members of the UPU may establish restricted unions and make special agreements concerning the international postal service, provided always that they do not introduce provisions less favorable to the public than those provided for by the Acts of the UPU to which the member countries concerned are parties. Restricted unions are the Association of European Public Postal Operators (POSTEUROP), the Arab Permanent Postal Commission (APPC), the European Postal Financial Services Commission (CSFPE), the Conference of Postal and Telecommunications Administrations of Central Africa (CAPTAC), the European Conference of Postal and Telecommunications Administrations (CEPT), the African Posts and Telecommunications Union (APTU), the Baltic Postal Union (BPU), the Postal Union of the Americas, Spain and Portugal (PUASP), the African Postal Union (APU), the Pan African Postal Union (PAPU), the Asian-Pacific Postal Union (APPU), the Nordic Postal Union (NPU), and the South and West Asian Postal Union (SWAPU).

As a philatelist I specialise in the theme (topic, U.S.) of The International Postal Service, with the main emphasis being on the UPU and the Restricted Postal Unions. I was just looking at my collection and in particular a stamp issued in 1996 by Tadjikistan to commemorate the 5th anniversary of the Central Asian Postal Union. However, I do not see that union mentioned in the list above. Iv was formed in 1991, but there appears to be no information via Google on it - the first time I have ever typed in something and found no mention of it! Does anyone have any info. about it? (e.g. how long did it last, if is now defunct, and what were the other members of it, and their dates of joining? Also anything about congresses, regulations etc.?

I'm so sorry to hear this guys It's so disappointing after all the hard work that was put into it. Saw the dress reashreal last night and I can honestly say that E.P. is missing out big time. Can't wait to see the public performance.
