Virtually all import duties are on an ad valorem CIF (cost, insurance, and freight) value basis. Minimum tariff rates apply to imports from countries that extend corresponding advantages to France. General rates, fixed at three times the minimum, are levied on imports from other countries. France adheres to the EU's common external tariff for imports. Most raw materials enter duty-free, while most manufactured goods have a tariff of 5% to 17%. The recession of the early 1980s gave rise to calls for protectionist measures (e.g., against Japanese electronic equipment), but the socialist government remained ostensibly committed to free trade principles. Observers noted, however, that cumbersome customs clearance procedures were being used to slow the entry of certain Japanese imports, notably videotape recorders, to protect French firms. There is a standard 18.6% VAT on most imports, with a reduced rate of 5.5% for basic necessities.

My daughter is starting a 4 week study abroard program in Paris with a US university. While traveling prior to arriving in Paris, her backpack w/ computer was stolen. Being the good mother I am, I purchased in the US a new laptop and shipped it to the student center in Paris. Now I find out we have to pay 229 euros in import taxes. This on top of US sales tax and shipping! She will be in Paris only until the end of July, is it possible to get some kind of refund? If I had been aware of this tax, I would have had her purchase the computer in France.
It seems so unfair.

We're off to France in January to stay in a rented house for a week. We plan to have a birthday party while we are there and wanted to take a case of champagne which we already have. We are traveling by car / ferry. Will we have to pay customs tax on the case and how much would that be?
