The government favors joint ventures with foreign private investors but efforts to attract foreign investment and develop new export products have been largely unsuccessful. The IMF has urged the reduction in the minimum wage and the reserved list for small scale investment as means to secure more foreign direct investment. Foreigners may lease but not own land.
